An Ear to the Ground, 1998
Although the old "Fairness
in Musical Licensing Act" was nearly dead, Congressman Jim
Sensenbrenner, Jr. of Wisconsin has
added an "amendment" to the new House bill generally
called the "Life plus 70 years" Copyright Act proposal.
Visit BMI,
the SPM
Assembly, The National
Restaurant Association (as a spy, of
course), or, one of the good guys, Texas Congressman Lloyd Doggett's website for more information concerning the
"Music Theft Act."
Update, 12/98
The Copyright Extension Act was passed,
providing copyright ownership for the writer's lifetime plus 70
years. The bad news is that Sensenbrenner's attachment was included,
exempting small clubs and restaurants from paying royalties if
they play published and released music during business hours,
AND local arbitration was included, which in effect will bring
the big guns to town in order to squash any claims against Mr.
"Senselessbrainer's" friends concerning local copyright
disputes.
